Ofcom’s elusive definition of Broadband
Ed Richards is on the Telegraph website today, answering questions mainly about broadband. I put one in:
‘Mr. Richards:
What is your overall view of the role of the EU and its policies that relate to broadband?
Do they hinder the UK from making certain important investment or regulatory choices that have been made differently in countries such as South Korea or the USA? If you could wave a magic wand and change something about EU oversight in this sector, what would it be?Awaiting your reply,

Anyway, if I could ask another, I would ask why Ofcom defines broadband in such an oblique manner:
The current glossary says broadband is: ‘An internet service which provides high speed access.’
Duh! But how speedy should the high speed be?
This is a change from older glossaries which say it is: ‘A service or connection generally defined as being ‘always on’ and providing a bandwidth greater than narrowband’ [which was itself defined as 128kbit/s.]
I’m sure the answer would be complicated: ‘Well, Russ, broadband is very similar to PSB’…
