Ofcom’s Ed Richards: EU telecoms maximum harmonisation = Max Harm

A little drama unfolding in the Europe-Ofcom relationship, courtesy of the FT:
‘Viviane Reding, the European commissioner responsible for telecoms, is due to publish her plan to reform the EU telecoms framework next month, but a draft proposal circulating in Brussels has already sparked divisions inside the Commission.
As well as the proposal for veto powers, the [...]

Anthony Lilley: Is state intervention in the media subsidy or investment?

There was a very interesting piece in the MediaGuardian yesterday by Anthony Lilley. Lilley generally argues for a more robust discussion of public involvement in what he calls the cultural industries. Here are the relevant nuggets, with my reactions:
‘First, innovation. Improving the ability of artists, creators and the people formerly known as the [...]

Complaint to Ofcom: Gordon Brown’s use of hypnosis on EU Reform Treaty

As many of our regular readers know, I’m a huge critic of Ofcom’s Broadcast Code and the resulting complaints. Let’s face it, most of the complaints just waste everyone’s time and foster a climate of nanny-state regulatory intervention.
But I never realised the Broadcast Code (rule 2.9) protects viewers from hypnosis. Regardez:
At least self-regulation [...]

Ofcom and the OFT — staff pay at issue in DTI report: mo’money mo’problems

As everyone knows, if you don’t make at least 50,000 GBP per year in London, you’re probably living above a filthy kebab shop somewhere in Zone 3 and take your life into your own hands just commuting to work.
So, we here at OfcomWatch have never really made a big issue of what are reported to [...]

Graham Smith: Convergence is no reason for Ofcom to regulate the internet

Bird & Bird partner Graham Smith has an interesting piece in the Times (here) on the AVMS Directive. He writes in part:
‘Broadcast content regulation is an anomalous relic of the old days of spectrum scarcity. If convergence is thought to demand platform neutrality in content regulation, it does not automatically follow that it should [...]

ITV Quiz / Phone-in Fakery hits Ofcom’s reputation

UPDATE #2: The Serious Fraud Office say they are investigating…
UPDATE Friday 19 Oct: Scotland Yard say they will launch a criminal investigation if Ofcom ask for one. FT covers the story here.
Oh and there is a new poll up — to the right of this page — any opinions?

Stephen Timms on next generation broadband challenges

Stephen Timms gave a speech yesterday at the All Party Parliamentary Communications Group. Some nuggets, along with my reactions:
Timms: ‘Since I last spoke to you, the average speed of UK broadband has trebled to 4.6 mbs – more than 80 times faster than the speed of dial-up connections. Broadband is now available [...]

BT: Gone with the Wind…

BT has just announced that it is investing in a wind farm, presumably misinterpreting calls for it to invest in infrastructure similar to what we have seen in the Netherlands. So instead of FTTH, we are getting greener. Oh well, at least BT did not do something really stupid like purchase the Lonely [...]

Ofcom: Snakes on a Plane…

Ofcom: Snakes on a Plane…

Update 9:45 pm — Check out the comments on the Daily Mail story about this — all negative.  Unsurprising…

One of the recent perks of my otherwise advancing years is the financial ability to fly business-class. Now Ofcom have potentially ruined this — in the name of technological progress — by consulting on the use [...]

Ed Richards: The Ofcom Annual Lecture

‘Citizens and Consumer in a Converged World’ –
The full speech is here. These were my favourite nuggets:
DDR: ‘Let me be clear that Ofcom believes that HD offers an exciting improved experience for viewers.
We are far from indifferent to HD, but we remain firmly platform neutral and pro-competition in our approach.
We also remain open [...]

070 callback scams … any end in sight?

Folks, the 070 callback scams are still apparently continuing…
Consider one telephone number 07017770000. Whoever is using this number appears to be a complete scofflaw. OfcomWatch has received eleven complaints about this number so far in 2007. Here’s the other numbers we have been alerted to so far in 2007:

Bypassing Ofcom: better regulation through litigation?

The media and communications industries have this year seen their share of practices that have injured millions of consumers. Whether it’s the call-in TV quiz problems or the misleading ‘up to’ broadband speed claims, it’s safe to say that almost everyone has been touched by some sort of malfeasance in these sectors regulated by [...]

Up to 8 mb/s (marsupial bounces per second) internet speed…

Folks, here is a video of a kangaroo hopping around a racetrack demonstrating the superiority of FTTH to ADSL:

Ofcom Consumer Panel acts on misleading broadband speed claims

I was delighted to see the Ofcom Consumer Panel’s actions today. Basically, Collette Bowe of the Panel wrote to the heads of the major U.K. internet service providers and asked them to address the issue of misleading ‘up to’ internet speed claims. I’m not certain the Panel has any formal powers, but the [...]

Ofcom and the Internet Policy World

This post marks my return to Ofcomwatch after 2 years in the ‘wilderness’ of consultancy (at RAND Europe). Its a lot prettier than I remembered….
An event that regularly passes many in industry by, but which is nonetheless of great international research importance, is the 35th Research Conference on Communication, Information and Internet Policy
Its better known [...]

Ed Richards as Ofcom CEO — one year later …

Folks, it’s been just over a year with Ed Richards at the helm at Ofcom. Where did the year go?
How is he doing? Get in touch or comment below if you have an opinion. I personally think Richards is more public-facing than Stephen Carter was. That’s probably a good thing. [...]
