BBC’s first public value test
The BBC is to use the public value test mechanism for the first time, to assess the value of a management proposal for new on-demand services. These comprise simulcast TV over the internet; catch-up TV via the internet and digital cable for seven days after first broadcast; and the use of cleared audio material for downloading over the internet. All the services would be managed through a new consolidated ‘BBC iPlayer’.
As part of the test, Ofcom will conduct its first ‘market impact assessment’ of the services.
