Overview of Ofcom, media and communications regulation

Someone recently handed me the publication Regulating Communications, the Future of UK Communications & Broadcasting by Keith Boyfield (European Media Forum). You can buy it online here. I quickly read it yesterday, and here are some of the more interesting nuggets from my perspective:

* Ofcom gets high marks generally, but is singled-out because its consultation process does not really engage with the public and regulatees (where have I heard that before?).

* Ofcom’s weak record on basic consumer matters is highlighted. Boyfield mentions the Telephone Preference Service (TPS) which is a really useful example. Why does Ofcom not publicise the TPS more?

* Boyfield quotes at length from a paper called ‘Public Service Broadcasting’ by Mark Armstrong in volume 26 of Fiscal Studies. Armstrong basically thinks that public service broadcasters like the BBC should move toward a subscription model.

Anyway, it’s worth a read…
