Richards also made it clear that rumours of the death of Ofcom’s public service publisher (PSP) proposal have been exaggerated. This idea, which is seen as being closely attached to Richards, would see a winning organisation awarded a fund of around £300 million to make public service programmes.
On the basis that it would be impossible to expect broadcasters such as ITV and Five to maintain their public service commitments after digital switchover, this PSP would act as a public service alternative to the BBC and Channel 4 (unless the latter successfully bids for the funding).
Richards said that that there would be new work done on the PSP later this year, and stressed it was not simply about traditional broadcasting. “You will hear more about it. It’s about the future and new media and web-based content,” he said.
