EU Commission launches proceedings against ten Member States for infringing telecoms rules

The EU Commission announced yesterday that it has launched legal proceedings against ten EU member states (Germany, Italy, Latvia, Malta, the Netherlands, Austria, Poland, Portugal, Slovakia and Finland) for infringement of the EU rules for electronic communications. The Commission claims there are defects in the national laws of these member states and incorrect implementation of certain of the rules set out in the regulatory framework for electronic communications.

The prime concern of the Commission appears to be that the National Regulatory Authorities are given insufficient powers to ensure effective competition and consumer protection. Examples of breaches claimed by the Commission: no implementation of number portability (Latvia, Malta, Poland) and failure to ensure access to emergency services via the European 112 emergency number (Poland).
