Investment has been limited so far because the regulatory environment was uncertain. In a recommendation presented last Friday, the Commission seeks to clarify the rules on the use of electricity lines for the carriage of electronic communications data. It has requested Member States that inappropriate obstacles and regulatory barriers to the development of a broadband powerline communications networks be removed, specially from utility companies (point 2 of the recommendation). Member States are supportive (yes, it does occasionally happen�). The recommendation also explains how to apply the electromagnetic compatibility directive so that measures are compatible both with current and future legislation (a reviewed Directive will come into force in 2007).
