EU portal on spectrum information
The Final Report of a study on information on allocation, availability and use of radio spectrum in the Community by IDATE, Aegis Spectrum and Bird & Bird has now been published (available here).
The purpose is to identify information currently provided on management and use of the radio spectrum by regulators around Europe, and through EU-wide facilities, in particular the European Frequency Information System (EFIS) portal. The report identifies what type of information is available on areas such as access to frequencies, current usage and policy and strategy for spectrum management and considers whether such information meets the needs of spectrum users and other interested parties. It also identifies best practices and gives recommendations on how to improve the provision of information on spectrum across Europe.
The study finds that there is a wide support from industry for the provision of spectrum information in a centralized manner and that the best way of providing access to that information would be through a portal such as EFIS. It proposes to enhance the EFIS portal with more detailed information sourced from NRAs, regular updates and the creation of a permanent maintenance team. It is also believed that the requirement that NRAs make information available via that portal is in accordance with the provisions of the EU regulatory framework.
