Yesterday Ofcom published the new digital replacement licences (DRLs) offer for commercial terrestrial broadcasters. The licences include, in addition to public service requirements, new digital switchover obligations. The deadline for acceptance for Channel 3, Channel [...]

The Unbearable Lightness of Being Ofcom

Today’s FT has an interesting piece on Ofcom’s image and work-product as it nears the end of its first year in the regulation business. We’re told:
[S]ome broadcasters grumble at how the regulator has gone about its work. A board member at one TV network says: “We were promised light-touch regulation in every precursor to [...]

Ofcom seeks comment on access to BT’s 21CN

Ofcom’s consultation document, released on 25 Nov 2004, is available here.
Some nuggets:
* Mass migration to BT’s 21st Century Network (21CN) is estimated to hit 50% by 2008.
* The 21CN is ultra-cool and futuristic.
* Ofcom want to ensure that the 21CN ‘accommodates competition from the outset’, but Ofcom won’t ‘become involved in [...]

The European Commission and the Media: What Coordination?

The Barroso Commission, after some havoc, took off yesterday. A matter of primary concern seems to be their relationships with the media industry. The new European Commission thinks that these need improving and has proposed to appoint Commissioner Viviane Reding (the new Commissioner for Information Society, Audiovisual Policy and the Media Economy) as the coordinator [...]

DT – Ofcom not known by businesses and consumers

Today’s DT highlights a major problem with Ofcom’s consultation process. A large number of businesses and individuals don’t actually know that the regulator exists or what its role is.
There are serious questions for the Ofcom Consumer Panel here, as the article states, “Of the 79 submissions made to phase one of the [Strategic] review [of [...]

Ofcom asks: How can we make BT play nice in the sandbox?

Ofcoms Strategic Review of Telecommunications (SRT) Phase 2 report is available here.

Luke has already supplied the main news: BT must ensure equivalence, which basically means that rival operators must be given real equality of access to BTs network (similar to what BTs wholesale arm gives BTs retail arm). It can be thought of [...]

SRT – Ofcom goes for equivalence

LONDON (Reuters) – The telecoms regulator Ofcom has backed away from calling for a break-up of BT, saying it instead wants the telecoms giant to offer its rivals equal access to its telecoms network.

Lord Currie – celebrity regulator?

Someone asked me to also check on Lord Currie, saying they thought he had faded into obscurity since Ofcom was formed. Judge for yourself:
Currie appears in 47 articles since January 1, 2004. Recall Carter = 173 articles…
(And I did search ‘David Currie’ as well as ‘Lord Currie’. It’s actually 48 articles because [...]

FT Creative Business joins the dots…

Today’s FT Creative Business runs a section on ‘talent pools’. It details that the boys at Ofcom learnt their trade under Lord Birt at the BBC’s Strategy Unit in the 1990s. With Lord Birt now an advisor to Number 10, you could say that this is a model of converged regulation.
BBC Strategy Unit…
“Until the early [...]

OfcomWatch at the cutting edge of celebrity research

You might recall that in a previous post (Sept 23, 2003), OfcomWatch coined the term Celebrity Regulator for use in the nothern hemisphere. At the time, I wrote: I think Stephen Carter actually has a great chance of being the UK’s first Celebrity Regulator.
Now, as Ofcom approaches the conclusion of its first year [...]

FT – Government and Ofcom on ‘collision course’ over advertising junk food to children

FT reports:
Banning food advertisements during children’s TV programmes would be “ineffective and disproportionate” in the battle against childhood obesity, according to Britain’s television watchdog.
A health white paper, to be published by the government tomorrow, will hold out the prospect of a ban on junk food ads at certain times of the day if manufacturers and [...]
