Ofcom Review ITV Licence Terms
Ofcom, which decides how much broadcasters pay for their ITV licences, said today it wanted to streamline the process for reviewing the financial terms of licences and proposed that all 16 ITV licences come up for review at the same time.
The licences expire at different dates between 2008 and 2011 and come up for review at different times, imposing big regulatory costs on the network’s dominant broadcaster, ITV Plc, which owns all but three of the ITV licences.
Ofcom said it was proposing to align the licence review periods so that all reviews could begin from December 31, 2004.
Under previous plans, reviews for eight licensees could begin from December 31, but the remaining eight would be delayed until early 2007. Under the new proposals, Ofcom would complete reviews by the end of June 2005 for any ITV broadcaster applying on December 31.
