John McVay, Chief Executive at Pact, commenting on Eileen Gallagher’s decision to step down as Chairman of the producers alliance, praises her efforts in getting a ‘better’ deal for indies but highlights the very real potential for discrepency between legislative principle and regulatory practice.
“It is now down to Ofcom to implement the terms [of the Communications Act] as robustly as possible. The words are all there in the bill, but like all legislation the words are one thing, the interpretation of those words is another. We are pressing very hard to make sure they satisfy the political intention of why there were put there.”
